Todd Harrison, a senior fellow at the Center for Strategic and Budgetary Assessments, said the Pentagon is merely laying ground rules in anticipation of some mergers and acquisitions.
“I think it’s more of a recognition that if we’re spending less on procurement and [research and development], the industry is going to have to contract somewhat,” Harrison told reporters. “So, they’re anticipating that there would be some mergers and acquisitions. I think they’re just getting ahead of the curve and saying: ‘Look, we know some of this is going to happen.”
